As-built surveying, otherwise known as as-built surveying, consists in the preparation of an as-built map , needed for the acceptance of what you have built on your plot.
The study includes all objects created as a result of the investment. This is a completely different map than the one you obtained for design purposes before construction began. It will show what has already been done, and everything that has not changed, but was already in the surveying resource.
It is not uncommon for larger investments to create additional mapping studies showing the state before and the state after only for new and modified objects. The inventories are compared to the development plan for the site or plot of land, based on the provisions in the Construction Law.
What is subject to the as-built survey inventory? [1]
- Construction objects requiring a Construction Permit Decision;
- Construction objects that do not require a Construction Permit Decision, but require notification of construction, such as :
- detached single-family residential buildings
- detached one-story buildings with a construction area of up to 35m2
- electricity, water supply, sewage, gas,
- heat, telecommunications
- power, water supply, sewage, heating, gas networks
- charging stations
3. and all objects that have been created as a result of construction work, which from their specifications and point of view are difficult to determine, i.e. quantity, volume, length, etc.
What is the process of making an as-built inventory?
Inventories are divided into – measurement of vanishing works and final measurements. Measurement of disappearing works, i.e., for example, inventories of land utility networks in an uncovered excavation. Next, a situational and height measurement is carried out to collect up-to-date data on the spatial arrangement of the elements of land development covered by the construction project, e.g.: entrances, parking lots, buildings, fences and any other elements that were created during construction. It should be emphasized that the notification of disappearing works, which are subject to mandatory inventory, is the responsibility of the construction manager, works manager and the investor – the surveyor does not know on his own that something has been done and it would have to be inventoried.
The as-built geodetic documentation containing the results of the measurements in the form of a technical report, together with electronic data files, the geodetic contractor submits to the Geodetic and Cartographic Documentation Center responsible for the area (for the construction project being carried out) that maintains the state geodetic and cartographic resource (ODGiK).
We then stamp the map and their results with the official clause referred to in Article 2 of the Geodetic and Cartographic Law para. 7b [3], constituting a confirmation of acceptance of the technical operation into the state geodetic and cartographic resource.
Some measurements are made for investment purposes. Such measurements are not reflected in the technical operation submitted to the ODGiK. However, they may find their way into the as-built documentation (collation report), which the construction manager provides to the investor.
What does the as-built surveying documentation contain?

-documentation of the surveying matrix, if such a matrix was established
-map of comparison with the terrain
-field sketches
-lists of coordinates of detailed field points
-certified copies of protocols, deeds of settlement, proofs of service of notices, proofs of service of summons (if such documents were created)
-in case of carrying out soil classification of land – a certified true copy of the classification protocol and descriptions of soil pits
-certified true copies of other documents not derived from the resource , which were used by the contractor
-documentation necessary to update the land and building registry, if the head of the notified surveying work finds changes in this regard during its execution
-a copy of the documents referred to in Article 24 paragraph 1.

-in the case of measurement of displacements and deformations of the object or its foundation, the documentation of measurements (field sketch, lists of coordinates and other necessary documents resulting from the surveyor’s work) should be attached to the construction documentation.
-inventory of elevator shafts
-materials provided to the investor
-inventory of earthworks, etc.
-additional protocols of tests or measurements
What is the penalty for not having an as-built survey inventory in the case of a construction permit?
Lack of an inventory prevents formal completion of construction and acceptance of the building by the relevant authorities. As a result, the owner may have problems with the legal use of the building and expose himself to legal sanctions resulting from failure to comply with the obligations set forth in the Construction Law.

As-built surveying is a key stage of the investment, which not only guarantees compliance with the project, but also ensures safe use and compliance with the law. It is the construction manager’s responsibility to ensure the performance of the duties referred to in paragraph 1, and if a construction manager is not appointed, it is the investor’s responsibility.
